Writing a leave policy: the decisions you must make explicit

Most leave disputes are not disagreements about policy — they are disagreements about arithmetic, caused by a policy that never specified the arithmetic. A leave policy is complete when two people applying it to the same employee independently produce the same balance.

The choices that must be written down

Each of these has more than one reasonable answer. What matters is that yours is stated.

  • Accrual: annually up front, or earned monthly?
  • Pro-rata: how is leave calculated for someone who joins in March, or leaves in September?
  • Carry-forward: allowed, capped at how many days, and expiring when?
  • Encashment: permitted, at what wage rate, and at exit only or annually?
  • Unpaid leave: at what point does absence become leave without pay?
  • Approval: who approves, and what happens when they are unavailable?

One formula, or endless disputes

The single biggest cause of leave conflict is two sources of truth: a register kept by HR and a figure the employee has calculated themselves. Whichever system you use, the balance an employee sees, the balance a manager sees when approving, and the balance payroll uses for encashment must be produced by the same calculation.

Treat accrued leave as a liability

Accrued leave has a rupee value at current salaries, and it is payable in cash in some circumstances. Businesses that never value it are carrying an unmeasured liability that appears suddenly during a wave of exits — valuing it periodically turns a surprise into a planned number.

Make approval routes match reality

A policy that says "the line manager approves" fails the first time a line manager is on leave themselves. Define delegation and escalation up front: who acts when the approver is away, and what happens if nobody acts within a set number of days.
